What is a safe amount of phosphorus a city can put into a lake and why?

Very little phosphorus is acceptable to put into lakes. When it comes to ppm (parts per million) less than 0.1 ppm is regarded as a healthy aquatic environment. Any more, and it would inhibit both plant and animal growth. Phosphorus free cleaning products are a must!
